Skills intelligence is a growing category with no dominant vendor. The corporate learning and development market around it, estimated at over US$400 billion, is being actively reshaped by AI (The Josh Bersin Company, 2026). Fragmentation at this stage means the category is still up for definition.
The regulation.
Regulators are formalising expectations for AI-assisted people decisions. Across APAC, regulators have moved from voluntary principles to issued rules: advisory guidelines for AI-assisted decisions are in force in several jurisdictions, and profiling now triggers mandatory data protection impact assessment in some markets (IAPP Global AI Law and Policy Tracker, 2026). Evidence-based measurement is becoming the defensible standard.
